Criminal is an anagram indicator, Departkent becomes a single letter and bid gets a letter added.

A type of bishop is also a name of a band. Cosh needs the O changing.

Cockney singer. Four needs changing and then becomes and anagram indicator. Hacks is reorganised, minus the Kelvin.

Parses as 3 letters for say false + 1 for type of "brood" (misprint) around a usual letter for queen.

Got the grid and the two phrases, and I can see the vanquishing of the character, but I have no clue on the 10 letter block, and can't see how to elevate the (obvious?) 6 letter character. Any clues on those last two bits?

The 10-letter block is vertical and is made up of 6+4. It needs to be moved strategically to another relevant location as per the source. The move needs to be done in such a way that real words are made when it is in its new position.

The elevation of the third character is not especially neat and revolves around the top rows. Hope I haven’t given too much away.

I too was stuck on the elevated character for ages and tried every 6 letter character from the source I could think of. Whilst 6 letters are elevated the character's name is longer.
