You are correct in all respects, Aristo, EEL is doing double duty

It moves like an eel=definition =the snakelike movement of a conga line
eel=conger (sounds like conga)
caught (overheard) = homophone indicator
angler's gear=line

Quite the nosegay of neat anagrams; perhaps my favorite of these was ixion’s @12, “go in and clean”, great with the snowplow formation. Other nice touches were mattrom @4, which had me picturing a bovine New Year’s Eve party, also @10, the nifty “eel caught”, and chrise @6, “active file” (since I usually favor creative- or misleading- definitions). I’m going with BigBad @23 as the winner, for “hitting the right tone”:

An interesting fact about El Paso: the populace is supposed to be unusually happy (though how is this measured?), and this is attributed to the lithium in the water supply (not added but natural). Perhaps this explains the conga lines.
