4D - Rome's focus; capital PM banks (6) H-A-S-

13D - Bread-and-butter & board (6) O-O-E-

14D - Scourging (8) -L- - -ING

20A - State improperly (3) - - L

14D could be FLOGGING but that would make 20A G-L which seems unlikely. Any ideas?

Thanks, Mamya, I too was stuck with 4down and 13across.
Earlier in the thread, wisdom was suggested for 12a (Pearl's degrees) but that can't be right.

I now now have w?t??? for 12a and and can't get 13d:

Bread-and-butter & board(6) ??o?e?

All help appreciated!

I now see that Bradford's gives water as a degree, which could mean "waters" for 12a.
13d might then be roomed or roomer? ie one who takes board and lodging.
Thanks for any comments.

BTW diamonds are judged by their 'water' and pearls by their 'orient' so if WATERS is correct for 12a the compiler has made an error.
