I've just checked Chambers 12th and beaux or beaus are both acceptable.

Ouch. Chambers shows plural of bureau, as bureaux or bureaus.

In fact my Chambers only has beaux as the plural of beau - but it's an older edition.

My grandmother's 1912 edition shows both spellings, as does the 1972 edition

Just a thought:. If the clue was meant to have been written as:
suitor's hanging around old city offices

then the answer would definitely be bureaus.

RT often have printing errors
