31 Churchmen waving signal around prison( 9 ):

40 Would it reveal gossip about state? ETATIST? ( Anagram of "it" and "state"?)

15 A is definitely Onion. Russian churches have onion domes, onion has been used before, to mean 'head' in crosswords.

I am not doing the crossword, but would like to add that Anne Bradford's Crossword Dictionary gives "head" as a synonym for "onion".
