Chris, sorry mate, went out straight after entering clue so missed your post.
AB is correct, 'Perks' is the anagrind - as in Chambers - 'to dress up'
anag of 'are lost' inside MM (2000) and 'upheaval' is the Def as in 'Chaos and confusion' - I was going for a spin on the worry caused with the big change over in the year 2000 and 'Perks' to be misread as the shorter form of 'Perquisites'

"Anagrind is short for "anagram indicator" - something that tells you to make an anagram of what is generally referred to as "anagram fodder".
There are some obvious ones, like "different" or "all over the place".
