Could 18 be Hoax, trick? Ho - American one (loose woman!) +Ax, cut.

I thought of Hoax and then, afterwards, realised it fitted in with the preceding clue, with its mention of 'scrubber'. (I am slightly ashamed of myself for knowing the word 'ho', by the way!)
