I can see a word for horse, but cannot see how it fits with the rest of the clue

Hello folks. If anyone's still reading this thread. My brain's gone rusty after two weeks without crosswords. Blame a return train trip Manchester to Syracuse and virtually no internet (roaming charges). I've managed to plough through the puzzle unaided but come unstuck on 17D Very small bone and very large implement say. I have -S-I-L-. Thanks in anticipation.
