Starts to (first letters of) stare and at + French term for underwear minus abbreviation (1.1) for "that is". Answer is American author.

work is a book, but also part of clue; a + synonym for "work the land "(4), with figure for love in tennis inserted; invert all 6 letters for answer. (wrong sort of love features in book!)
Welsh is verb. Frenchman's name (4) - think Allo, Allo! followed by initials of German and English.
