Not too challenging a solve for the clued entries. However, the events around the theme all took place long after my departure from the UK, and a bit of Googling was required to verify the unclued entries.

Fresnes I think is the prison. The partners are S and N inside FREES.

You'd almost think this was compiled with a British audience in mind, so specialized is the required knowledge. Fortunately, there is a Wikipedia page devoted to the topic; unfortunately, 31D does not seem to be referenced there. A little help?

I was delighted to see a store called "Texas Homecare" that fits the theme.
