I think 3 D was Konks, a fungal disease, but I can't remember my reasoning. (Conks means the same, but I maybe had the first K?)

Had to back track in BLHC - struggling with:

26a Route once run by a department in Lincoln (6) ALLIER
Assume ALLIE is obsolete Ally but can't find a reference - dept in France, so why Lincoln?

23d State's recipe for zero strife (5) PLI??

31a Ancient pasture gets violated by unionist soldiers (7) ?E?????

Any hints appreciated
