The answer is 'outcry' = complaint (def) but cannot understand the rest of the clue?
I'm guessing it's something to do with cricket? it always is when I'm stuck?!

Owzat = How is that? Cricketers asking for L.B.W. against a batsman.

(i.e. Is the batsman out? OUT CRY)

Owzat, that being the cry of which suggests to the umpire that the batsmen is out.

There is no caps lock or delete button on chromebook

There is an alternative way to type Caps on chromebook.
Hit the Alt+ search (the magnifying glass key) . You should see an arrow appear on the bottom right notifications bar and a pop-up should alert you that Caps Lock is on.
