I think these are correct, but would appreciate help with the parsing....

3d. "Ashes team members all out by noon" (in the Sun?) (10) - ENGLISHMEN (Mad dogs and....)

Could it be any team that features Englishmen, or is there some significance to 'The Ashes'?

7d. Marks in computer document that are picked up by footers? (4) - TABS?

28d. Tools not so powerful for cutting stone up (8) - TWEAKERS?

Hi Brendan,
The ashes, cricket between England & Australia, playing for the urn containing the ashes of the burnt stumps and bales from the first ever game between these 2 nations, reputedly.
Footers, people who foot the bill, pick up the tab.
Weaker in st (stone) reversed.

Re. 3d., I follow cricket so I know about 'The Ashes', what I don't know is what it's got to do with the clue?

I think it's only Englishmen are common to both parts if the clue, 1 of the ashes teams and the song "mad dogs and Englishmen go out in the midday (noon) sun.
