Am struggling with the SW corner - I'll give the letters I have but please don't take them as gospel. As usual, please in
clude the exact parsing......

20a. Queen held back by character in Greek port (7) - C?E??I - The parsing for this led me to ADEL (Leda (Queen), backwards) + PHI (Greek character) but I can fin no port called ADELPHI. Then from 17d. I got the first letter as C .

25a. Prompt fine stops sinner very early on (5) - E?O?? (Evoke? maybe)

28a. Issue about number of Romans in bar (7) - E?C???E

21d. Mark paper, getting up about a quarter before five (6) - All letters dependent on the answers to the previous questions.

24d. Hunchback's seemingly ignored, turning up in ancient city (5) - SODOM? (Ancient city)

20 Chennai - Anne (back) in Chi
25 Evoke (to prompt) - Eve (early sinner) + OK (fine
21 Naevus - Sun (paper) AE (a quarter - a east) + V (five)
24 Yes, Sodom - Quasimodo's minus quasi - back

28 Exclude (bar)
Exude (Issue) around CL (Roman numeral)
